The Board of Trustees of the National Provident Fund

In managing the NPF schemes, the Board focuses on:

  • Optimising investment returns (within acceptable risk parameters) and controlling costs
  • Continuing to make quality and efficiency improvements
  • Delivering a level of service that meets members’ needs and represents good value
  • Ensuring compliance with scheme trust deeds, legislation and regulations
  • Ensuring all risks are identified and managed.

The Board has committees responsible for audit and risk review, schemes and investment matters.

Catherine Savage BCA, CA

Catherine Savage

Catherine Savage (appointed as a Board member and Chair in 2009) is a director of, and shareholder in, CMS Capital Limited and NZX Incognito Limited, a director of The Griffin Savage Co Limited; Pathfinder Asset Management Limited; Savage Group Limited and its subsidiaries - SAFCO Limited, Comrad Medical Systems Limited and its three subsidiaries Radsoft Holdings Limited, Comrad Trustee Limited, Comrad Holdings Limited; Comrad Australia Pty Limited; Comrad UK Limited; Waiwhetu Distributors Limited; and a member of Guardians of New Zealand Superannuation. She is also the Chairman of the Management Board of Samuel Marsden Collegiate School.

Roger Kerr BCom, CA, FNZIM, FCTP

Roger Kerr

Roger Kerr (appointed 2003) is a director of, and shareholder in, Asia-Pacific Risk Management Limited, an advisory firm specialising in interest rates, debt, foreign exchange and corporate treasury management, and ETOS Limited, a company which manages outsourced treasury services. Roger has 25 years’ investment banking and financial markets experience. He is an advisory board member of the New Zealand Government Debt Management Office, Chairman of Trust Investments Management Limited and PIE Funds Management Limited, a director of Select Access New Zealand Limited (Deutsche Bank), ETOS Resolution Limited, Cardinal Property Limited and a Trustee of Auckland City Mission Foundation.

Noeline Munro

Noeline Munro (appointed 2001) is an Investment Adviser with Craigs Investment Partners. She is an NZX Adviser, Fellow of the Institute of Directors, Fellow of NZ Institute of Management Inc, a director of St James Multiplex Limited, Craigs Investment Partners Investment Management Limited and Trustee to the NZ Institute for Cancer Research Trust and the Otago Community Trust.

Mary Watson PhD, MA (Hons)

Mary Watson

Mary Watson (appointed 2005) is currently employed as an Investment Manager for the Poutama Maori Business Trust. Previously she was a member of the Public Trust Investment Board and its successor the Public Trust Investment Committee.  Mary has also worked in research and analytical roles for broking firms.


Paul Foley
LLB, BCA

Paul Foley

Paul Foley (appointed 2008) is a partner of Minter Ellison Rudd Watts with over 20 years’ experience in the corporate, securities and financial services areas and a member of that firm's Board of Management. He is a director and shareholder of the listed oil exploration and production company New Zealand Oil & Gas Limited and the Deputy Chairman of the Board of Queen Margaret College, Wellington.

Graeme Mitchell BA, CA, FCA

Graeme Mitchell

Graeme Mitchell (appointed 2010) is a recently retired senior audit partner of Deloitte in Wellington. He is a member of the Council of Victoria University of Wellington, a trustee of the Karori Sanctuary Trust, a member of the Accounting Standards Review Board and a director of Barnardos New Zealand. He is also an independent member on the audit committee of each of the Human Rights Commission, the Ministry of Justice and Porirua City Council.
